John Foster Memorial Scholarship Program

Chief John Foster The John Foster Memorial Scholarship was established in 2004 to commemorate John's more than 30 years of career in and commitment to Kansas law enforcement. John began his law enforcement experience with the Johnson County Sheriff's Office and later went to the Fairway Police Department. From 1971 to 1991 he was the chief of police in Lenexa. He retired there to become the Sheriff of Johnson County where he served until his death.

John Foster is truly a legend in the state's law enforcement history, earned through his outspoken leadership and dedication to professionalism. This is illustrated in his tireless lobbying efforts for legislative improvements affecting law enforcement and in his recognition of the importance of education and training.

It seemed appropriate, upon John's passing, that he be memorialized for his contributions to Kansas law enforcement. An annual college scholarship in his name seemed fitting. Created in 2004 through the joint efforts of the Kansas Association of Chiefs of Police, the Kansas Peace Officers Association and the Kansas Sheriffs Association, and through the project leadership of KBI Director Larry Welch, the program is designed and intended to offer educational assistance to sons and daughters of Kansas law enforcement officers.
